It depends on your wants.
If you want to record tv and still be able to use your computer then you will have to go with a hardware encoding tv tuner such as the pvr-150. This card will play games but I am not pleased with the picture quality. Gadgetsmith said he doesnt have this problem though.
If you just want to play games and be able to watch tv you can get as Supra suggested, the Leadtek TV2000 XP Expert.
There are even some cards that have 2 tuners on them so you can do things like record one show while watching another, or do PIP. I think the pvr-500 is an example.
