I recently purchased the light kit which includes the Leke LKEB-400MHD. The illustration and notes were certainly translated by a non-english speaker. In fact, they are so bad, if I can make out the intended words, I have no confidence in the stated suggestion. So...

Question:
Can this ballast be inside the enclosure as the LL guide suggests (with proper heat shield) or should it be 5-18 METERS as the notes suggest?

Suggestion:
Please update the guide (or wiki) to include the products currently sold off the LL store.

A little searching in the forums would get you the answer your looking for, it's been discussed many times...

Do NOT place the LL eballast inside the enclosure due to the heat, the eballast is not as tolerant to heat as a coil and core ballast. Others, including myself, also use active cooling (fan) blowing over the cooling fins to reduce any chance of a failure due to heat.

Degrin has also made a summary called "state of the DYI projector" ... found here... this is a very simple overview of updates/innovations to the basic LL plans, reading the wiki and searching the forums will reveal LOTS of information on all of the topics outlined in that thread.
