Video always looks best at its native resolution on a display that has the same native resolution.
Upconverting it won't make it look "better"...but the better upconverter you have the less crappy it will look. 720 and 1080 screens have built in upconverters (some downconvert...), this solution is for someone that is into their video and thinks the built in upconverter sucks. I do not know much about which scalers are best, but the ones that are any good are supposed to be a couple grand. Look up "Faroudja DCDi", I think they have the best solution right now.

thanks Minoton - I'll check out your suggestion. My main interest is to improve the picture quality of the non-HDTV, Cox cable feed.
BTW, what part of Arizona are you located? I'm in Tucson.
thanks again

Chuck24 - The best scaling you will probably get is from your PC...I do not know much about processing video inputs on your PC to HD quality though.
I live in Phoenix, sorry to hear about the Tucson thing :-P Go Sun Devils!

Second to an HTPC with DVI output and high performance video card... you could look into the ADS video scaler (component output only) in conjunction with a V-DIGI component-> VGA transcoder.
check out the scalers thread for more .nfo:
