I have an old 400w ballast (m59). I am trying to find a way to wire it so I can plug it into the wall. There are 3 wires from the ballast. A green/yellow, white and black.

I cut the end of a PC computer power cable and I am trying to use those wires so I may plug into wall. So far the ballast gets power but the bulb does not come on. Its a brand new bulb.

Any help?

Black to live, white to neutral, and green/yellow to ground. I assume that the wires that go to the mogul socket are already accounted for?
