I have one of the red Coral Vue ballasts. It has three wires on the output.
1.) The black and white wires go to the Mogul, does polarity matter.
2.) The third is a green wire, ground I assume, is this used at all?

Polarity doesn't matter at the mogul.
Green would be ground. Use it.

Wait a minute! Black, white, and green on "OUTPUT"? That doesn't sound correct. Got pics? Model #?
Didja get any paper with the ballast? Instructions? Wiring diagrams?

I'll have to look at my LL/Vue ballast...
Normally, black would go to the center, and white would go to the outside. This is because white is the "return" line and in an open circuit (With no lamp in the socket) it's slightly safer, since the return/common line has zero potential to ground, (Or at least SHOULD have zero potential to ground) so if you touch the edge of the socket while screwing in a lamp, it won't electrocute you.
Of course you shouldn't be screwing a lamp into a live mogul socket anyway, but if you want to be REALLY correct, that's how it should be. Functionally, it doesn't matter.
There may be a ground wire on the output, but it can actually be left floating. The ground on the input side is the important one
