am i on the right track with this wiring? the wires tied off to the side im guessing don't get used, but what about the blue wire, where does that go? and the black and yellow wires i think are for power in

there is a sticker right on the ballast with the correct wiring diagram.

take a close up picture of this sticker and post it here, someone should be able to tell you exactly which wires go where.
