Basically, as far as the signal is concerned, it's pass-through, it's not a scaler. So, if you send it a 1080p signal you get a 1080p signal out of it. The question is, can your input device (LCD with VGA) support that mode? Will it get scaled up or down, or will you only get an 'Out of Range' type message?
Same for 480, if your display won't currently scale that, then this won't help that, it will just display it as it does now.
If your display will scale a 480 signal now, then it will continue do the same with this, but you would now be able to use your component out device with your VGA in device. (again, as long as your component out is sending something your monitor/LCD can scale/handle already)
