Most LCDs have about a 5/16" "border" around the viewable area, so you can generally add about 5/8" to the viewable area of the LCD for "typical" panel dimensions. Some panels are of course larger, but not by that much.
15" 4:3 panels are nominally 12" wide by 9" high, so 12 5/8" by 9 5/8" is pretty safe.
17" panels are typically 5:4, NOT 4:3. This gives them a nominal viewable width of 13 1/4" and a nominal viewable height of 10 5/8" I used a rough size of 14" by 11" when I built my box, and it was close enough.
For 17" widescreen, the aspect ratio is 16:10 (Why they don't use 8:5, is beyond me, but that's how it is.) The nominal viewable area for this is 14 7/16" by 9" Call it 15 1/8" by 9 5/8" and you'll probably be close enough. (Note that this applies to PC monitors, and not necessarily widescreen TVs.)
