can some one confirm my wiring understanding ?

eballast has brown & blue on left, ground in middle and red & blue on right.

brown (hot) blue (neutral) -->120V

middle prong to middle of ballast.

red wire from ballast out to white wire on Mogul base.
blue wire from ballast out to black wire on mogul base.

Also can you touch the bulb with bare hand (when it is cold ofcouse, like when installing) or you are not supposed to touch it because of skin oil like any other helogen bulb ?

Your wiring sounds good except some people have found that they had to reverse the blue and brown wires on the input. Search for it and you should be able to find some information.

There should be no problem with touching the bulb but you might want to wipe it clean after, just to be sure.
This is true as long as you have a bulb with an inner arc chamber and outer jacket. The bulbs that are only the arc chamber, like some of the HQI bulbs, should not be touched with bare fingers.
